Circulation of Materials Policy

Circulation of materials for Delphi Public Library shall be selected books, periodicals, videocassettes, DVDs, audiobooks, and equipment, including ebook readers, typewriters, a DVD player, projectors (slide and overhead), a loudspeaker, folding chairs, and magnifying glasses. The normal loan period for selected books, periodicals, audiobooks, compact discs, the ebook readers, and DVDs and videos from the children's and teen collection is fourteen (14) days. The normal loan period for books designated as "Red Hot" books is seven (7) days. The normal loan period for fiction adult videos and DVDs and all equipment other than the ebook readers is three (3) days. The normal loan period for nonfiction videos and DVDs is fourteen (14) days.

Any item, with the exception of the Red Hot books, may be renewed for two (2) consecutive loan periods, unless another patron of the library has placed a hold (reserve) on that item. No renewals may be made of Red Hot books.

The borrowing privileges of the Delphi Public Library shall be as follows:

  1. The borrowing privileges of the holder in good standing of a library card are limited only by the restrictions upon the specific kinds of circulating materials.
  2. Patrons are expected to present their library card in order to borrow materials. In certain circumstances, however, staff members are authorized to accept another form of identification if the patron's library card is temporarily unavailable. Replacements for permanently lost cards may be issued for $1.
  3. The borrowing privileges of severely delinquent patrons are suspended until any overdue materials have been returned by them AND partial payment of overdue and/or damage charges are made.
  4. The borrowing privileges of patrons who accumulate overdue fines of $5 or more are suspended until sufficient payments are made to reduce the overdue balance to less than $5.
Overdue fines for materials not returned within the designated loan period shall be as follows:

Compact discs $.10 per day
Audiobooks $.05 per day
Red Hot books $.25 per day
Videocassettes and DVDs $1.00 per day
Equipment $1.00 per day

Patrons are responsible for damaged or lost library materials. The replacement cost for a lost or damaged but not easily repaired item is determined by the latest published cost. A processing fee of $5 per item will be added to the replacement cost. Cost for damaged but easily repaired items is determined by the exact extent of the damage.

A deposit is required in order to borrow the following library equipment:

Typewriter $25
DVD player $25
Slide projector $50
Overhead projector $50
Portable speaker $50
Chairs $1/chair

Checks are acceptable and will be held and returned when the equipment is returned in good condition. The borrowing of the equipment is subject to terms of the attached equipment lease.
