MISSION
The mission of the Delphi Public Library
is to provide easily accessible materials, services, and programs
that inform, educate, and entertain.
The Delphi Public Library exists to provide library
service to its community. It offers access to information to people
of all ages and of every occupation. The library purchases and maintains
books, magazines, videos, audiobooks, and other library materials
helpful for self-directed learning and for recreation, and will
sponsor programs, classes, and other activities to further carry
out its role.

HOLIDAYS
The library will be closed on New Year's Day, Presidents' Day, Memorial Day, Independence
Day, Labor Day, Veterans Day, Thanksgiving Day, and Christmas Eve
Day, Christmas Day, and New Year's Eve Day.
PATRONS
It is the policy of the Board to serve the residents of the city of Delphi, and the Townships of Jefferson, Adams, Rock Creek and Deer Creek.
Non-residents may choose to pay an annual fee for service. Fee
is set each year by the Library Board. In accordance with IC 36-12-2-25(c),
the minimum fee that the board may set is the greater of (1) the
library district's operating fund expenditure per capita in the
most recent year for which that information is available, or (2)
$25.00.
RECIPROCAL BORROWING
The Delphi Public Library Board signed the Statewide Reciprocal Borrowing Covenant
on May 27, 1981, extending reciprocal borrowing privileges to resident
borrowers of those libraries in the state that have also signed the
Covenant. Borrowers must register in their own library districts to
receive services under the reciprocal agreements. The borrower should
bring his library card from his own district, showing him in good
standing. A borrower has the right to charge any library materials
covered under the agreements. A borrower should always return materials
to the library from which they were borrowed. Borrowers will be governed
by the rules of the library they use. Reciprocal Borrowing privileges
are not extended to library patrons who are served under a contractual
agreement or who purchase a card.
ENDOWMENT
The Library has established an endowment fund for money contributed to the library from wills, estates, gifts, etc. for the benefit of the library.
FEES
Fees will be charged for the use of equipment to cover operational costs.

In accordance with IC 5-14-3-8, in response to requests for copies
of public records held by the library and not excepted from disclosure,
a fee of $.10 per B&W page and $.25 per color page will be charged.
MEETINGS
The library building is available for meetings with the approval of the director.
Meetings not related to the activity of the library must not interfere
with public access to the library or to the collection. Eating and
drinking are permitted in designated areas only. For more information
on using the Gerber Globe-Valve Program Room for meetings, refer to
the Gerber Globe-Valve Program Room policy.
BOARD OF TRUSTEES
The Library Board shall govern and set policy for all the affairs of the library.
A major responsibility of the Board is the control, management, and
care of all library property, both real and personal. The director
is expected to obtain permission from the Boad when making any purchase
of furnishings or equipment that is outside the annually budgeted
amounts for those types of purchases or that is to be purchased with
funds other than operating funds. No changes or improvements shall
be made to the building without the Board's approval.
Library Law dictates the appointment of board members. When a vacancy occurs on the board may submit one name for consideration by the appointing authority.
Each year, the Board shall purchase a comprehensive Directors and Officers Liability Insurance policy to protect the directors, officers, trustees, employees and volunteers of the library for the decisions made every day concerning the library. The policy should include employment practices liability coverage to help protect the organization from damages arising from claims of harassment, discrimination, and unfair hiring practices. This insurance policy shall be reviewed each year to ensure adequate coverage.
